Rebarreling and Your FAC: When a New Barrel Needs a Variation and When It Does Not

Half the phone calls we take about rebarrels are not about barrels. They are about the certificate. Shooters delay a rebarrel they need because they assume the paperwork is difficult, and others order a barrel in a new calibre without realising their firearms certificate does not authorise it yet. The rules are simpler than people fear, but the line between the two cases matters. Here is where it sits, at the time of writing, for certificate holders in England, Wales and Scotland.

The case that needs no variation

If the new barrel is chambered for the same calibre as the one it replaces, and that calibre is already authorised on your certificate for that slot, no variation is needed. A worn .308 barrel replaced with a fresh .308 barrel is a repair, not a new firearm. You do not apply to anyone, and you do not need to tell your licensing department that the work was done.

Your existing authority covers the slot, and the slot is defined by calibre and serial number of the barreled action, not by the barrel that is screwed into it. This is also why we can work on your rifle at all: it comes to us on your certificate, and while it is in the workshop it is in the possession of a registered firearms dealer. Nothing about the barrel being off and on again changes its status.

The one thing to check first is what your certificate actually says. Calibres are printed with expanding ammunition authorities, conditions and slot details, and the wording matters. If the entry is clear and matches the barrel you are ordering, you are done. If you are not sure how to read it, photograph the slot and send it to us with the enquiry; we read certificates every week and would rather settle it before the work is booked than after.

The case that does need a variation

Changing calibre is a different matter. Your certificate authorises specific firearms, and a barreled action in 6.5 Creedmoor is a different firearm from the same action in .308 as far as the law is concerned. Before we chamber anything in a calibre the certificate does not list, you need a variation from the licensing department of your police force.

The good news is the cost. A one-for-one variation, where you surrender the authority for the old calibre and take authority for the new one, carries no fee in England and Wales. You are not adding a firearm to your certificate, so there is nothing to pay. The process is a short form or letter stating the change and your good reason for it, sent to your force, and the amended certificate comes back in the post.

Good reason is the part shooters worry about, and for a calibre change it is rarely a problem when it is stated plainly. Target shooting at a club, deer control under a stalking arrangement or permission, vermin control on named land. Say what you shoot and where. Vagueness is what draws queries, and a query letter adds weeks. Name the discipline, name the club or the ground, and most variations go through without further correspondence.

Timing is the honest frustration. Variation turnarounds vary enormously between forces, and at the time of writing they run from under a month in some counties to several in others. We cannot chamber a new calibre before the varied certificate exists, so if you are planning a calibre change, apply first and order the barrel while the application moves. Do it the other way round and the barrel sits here while you wait.

Moderators, slots and the details around the edges

Two situations catch people out. The first is the moderator. A sound moderator is itself a firearm in law and needs its own authority on the certificate. If your rebarrel is the moment you finally fit a moderator, that slot has to exist first. We covered the threading and timing side of moderator work, and the paperwork that goes with it, in our article on rebarreling for a suppressor.

The second is the chamber specification. Within a calibre, changing the chamber spec, for example from a SAAMI factory dimension to a tight-necked match chamber, does not require a variation. The calibre authority is what counts. What the spec change does affect is how the rifle feeds and what you do at the reloading bench, and those trade-offs are set out in our comparison of SAAMI and match chambers.

A note for Northern Ireland readers: certificates there are issued under a separate regime by a different department, and the process and fees are not the same. Check with the issuing office before ordering.

What we need from you when you book

Whether or not a variation is involved, the practical list is short. Send a photo of the certificate slot for the rifle, including conditions, so we can confirm the calibre we are chambering matches it. Tell us the barrel spec you want: contour, length, twist and chamber. If a moderator is going on, say so, so the thread is cut, crowned and timed in one pass rather than two. If you are at the calibre-change stage, include the varied certificate reference once it arrives, and we will schedule the chambering from that date.

It is also worth deciding the calibre question on barrel-life grounds, not just preference. If the old barrel burned out in 1,500 rounds because the cartridge is overbore, the cheapest accuracy decision is to rebarrel into something that lasts, and the honest round-count arithmetic for the common options is in our barrel life guide. The variation application takes about as long as the barrel sourcing does, so the two can run in parallel without losing time.

The short version

Same calibre, no paperwork: book the rebarrel and send the certificate slot with the enquiry. New calibre, one-for-one variation first: free in England and Wales, driven by your force's turnaround, and best applied for before the barrel is ordered. Moderator, its own slot on the certificate. Read the certificate before you assume either case, and if the wording is unclear, ask us or your firearms enquiry officer rather than guessing. The barrel work is the quick part. Getting the authority right first is what keeps it quick.
